This session explores how European cities can move from climate ambition to real implementation by unlocking investment at scale. Bringing together perspectives of cities, investors, and national and EU-level actors, it will discuss practical pathways to accelerate investments for local clean energy transitions, building on the Sustainable Energy and Climate Action Plan (SECAP). The discussion will focus on how cities can better structure, aggregate, and present projects to develop credible investment pipelines, and will highlight the tools, governance models, and partnerships needed to strengthen private sector engagement.
