The DRFM Programme aims to speed up the energy‑efficient renovation of 2,500 federal public buildings in Belgium while optimising available financial and human resources. It involves creating a public company to implement the projects, organising them into clusters, and using standardised contracts with energy performance guarantees. To minimise the impact on public debt, the programme relies on public‑private partnerships, with private operators contracted to carry out renovation works and provide maintenance. In return, the federal government will pay annual fees over 25 to 30 years, covering investment amortisation, financing costs, studies and operating expenses.
